Complaints were received that David James Newton, a Director of Queens Park Residents Association, based at The Lakes Community Office, Langdale Place, Blackpool provided poor, misleading and threatening advice and displayed offensive behaviour.  Also that Newton had been impersonating a senior Blackpool Council/BCH member of staff and in doing so Blackpool Council tenants had permitted him access to their homes and disclosed personal information to him.

On 8 July 2016, at a hearing at the County Court in Blackpool, Newton formerly of Crummock Place did not oppose the making of the Final Injunction Order against him which will remain in force indefinitely and prohibits him, whether by himself or by instructing, permitting or encouraging any other person from:

  1. Engaging or threatening to engage in conduct capable of causing a nuisance or annoyance to any person.
  2. Threatening, intimidating, harassing or using abusive or offensive language against any person.
  3. Holding himself out by his words or actions as acting on behalf of, or representing Blackpool Council or Blackpool Coastal Housing.
  4. Possessing any identification to suggest a link to Blackpool Council or Blackpool Coastal Housing including but not limited to lanyards.
  5. Providing tenancy related advice to any tenant of Blackpool Council.

A sixth clause forbids Newton from approaching or communicating in anyway whatsoever with witnesses named within the case.

Officers from BCH and Blackpool Council’s legal team worked hard to secure the order to provide additional protection and safety to the community. Residents involved in the case played a key role by working closely with BCH and providing significant evidence which was vital to the positive outcome.
